Opening an MBTiles file offline can be quite difficult. However, with MapTiler Engine, this is a standard feature. Simply double-click on any MBTiles file, and you will immediately see the content. You can also use Engine to merge multiple tilesets very easily.
However, Engine serves only for previewing raw tiles. If you want your data to be part of a map that can be shared with others as a web service, you need to upload it directly to a MapTiler workspace. You can also host and view your MBTiles on your own on-prem infrastructure or offline laptop with MapTiler Server.
